ICE Agent Accused of Killing US Woman in Alleged Domestic Incident

US Homeland Security Secretary Kristi Noem Describes Fatal Shooting of Minneapolis Woman as “Domestic Terrorism”

United States Homeland Security Secretary Kristi Noem has stated that Renee Nicole Good, a 39-year-old woman from Minneapolis, was involved in an incident that she described as “domestic terrorism”. According to Noem, Good refused to obey orders, “weaponised” her vehicle, and attempted to run over an Immigration and Customs Enforcement (ICE) officer. However, Minnesota officials have disputed this account, citing videos that show Good trying to drive away.

Minnesota Attorney General Keith Ellison has expressed concern over Noem’s use of the term “domestic terrorism”, stating it is an “abuse of the term”. The phrase has been used by the Trump administration in recent months, including in an October immigration enforcement-related shooting. In September, the administration issued a memo prioritizing threats from individuals who use violence to advance their views on mass migration and open borders.

Experts have pointed out that the misuse of this term may violate free speech laws. The FBI defines “domestic terrorism” as acts dangerous to human life that violate federal or state criminal laws and appear intended to intimidate or coerce civilians. The Department of Homeland Security (DHS) uses a similar definition, citing a different statute.

The nonpartisan Congressional Research Service has noted that the federal government does not have a mechanism to formally charge an individual with domestic terrorism. Former FBI agent Michael German stated that there is confusion between rhetoric and law in regard to terrorism, and that there is no law authorizing the US government to designate any group or individual as a “domestic terrorist”.

The incident occurred during a period of increased immigration enforcement in Minneapolis, following news reports about allegations of daycare funding fraud involving the local Somali community. Good was a US citizen with no criminal background, and her ex-husband stated that she was not an activist and had not participated in protests.
