US House Committee Advances Bill to Regulate AI Chip Exports
The US House of Representatives Foreign Affairs Committee has voted unanimously to advance a bill that would give Congress more authority over the export of artificial intelligence chips to countries deemed “countries of concern.” The legislation, known as the “AI Overwatch Act,” was introduced by Representative Brian Mast in December and aims to regulate the export of advanced AI chips to China and other adversaries.
The bill would require the House Foreign Affairs Committee and the Senate Banking Committee to review and potentially block licenses issued for the export of these chips within 30 days. The US Department of Commerce would also be required to provide lawmakers with detailed information on the intended use of the chips, including whether they will be used for military, intelligence, or surveillance purposes.
The bill’s sponsor, Representative Mast, stated that the legislation is necessary to protect national security interests and prevent the potential misuse of advanced AI technology. The tech advocacy group Americans for Responsible Innovation has expressed support for the bill, claiming it would slow China’s progress in developing AI capabilities.
In response to criticism from some quarters, including a social media campaign against the bill, Representative Mast and other committee members rejected the online attacks, stating that they were part of a coordinated effort by special interest groups with financial ties to companies that could benefit from the sale of these chips. The bill still needs to clear the full House and Senate before becoming law.
The legislation would apply not only to China but also to other countries deemed “countries of concern,” including Russia, Iran, North Korea, Cuba, and Venezuela.
