Dutch Consumer Watchdog Launches Investigation into Roblox Over EU Safety Concerns
The Netherlands Authority for Consumers and Markets (ACM) has initiated an investigation into Roblox, a popular online gaming platform, over potential risks to underage users in the European Union. The probe will examine whether the platform is adequately protecting minors from exposure to violent and sexual imagery.
According to the ACM, the investigation will focus on “potential risks to underage users in the EU” and is expected to last approximately one year. The watchdog has received reports of concerns regarding the platform’s handling of violent or sexually explicit games, as well as allegations of adults targeting children on the platform using misleading techniques to encourage purchases.
The European Union’s Digital Services Act (DSA) requires platforms to implement “appropriate and proportionate measures” to ensure a high level of safety and privacy for minors. The ACM has stated that it may impose penalties, including fines or binding instructions, if it determines that Roblox has violated the rules.
In 2024, the ACM imposed a €1.1 million fine on Epic Games, the maker of Fortnite, for allegedly exploiting vulnerable children through its Item Shop. A spokesperson for Roblox stated that the company is committed to complying with EU regulations and referred to its recent announcement requiring age verification via facial recognition to limit communication between children and adults.
The investigation will provide an opportunity for Roblox to clarify its policies and safeguards in place to protect minors, according to the spokesperson.
